feat: revert "feat: introduce a lightweight workflow which utilizes composite actions" (#207)

Reverts #199

The reason for revert is that POC of converting a reusable workflow into
a library of actions became too complicated and we seems to be hitting a
limit of GitHub Actions themselves.
