Implement optional DB_CACERT_PATH env var for mongo connection string #192
Description
Raison d'etre: make it easy to point to a CA bundle or location, be it from a vendor (eg AWS or Azure) or internally deployed CA (bespoke mongo with some corp PKI involved for example).
