Super Admin Cannot Access Users Across All Teams When Using Teams Feature

Hi team,
First of all, thank you for maintaining this great package. 🙏
I'm using the teams feature to scope users and their roles/permissions by company_id( team_id). The default behavior works well for regular users — they can only see or manage resources (users, roles, permissions) within their assigned company.

However, the issue arises when trying to implement Super Admin functionality.

The Problem

As a Super Admin, I need to be able to:

• Access all users from all companies.
• See their roles within their respective companies.
• Assign/manage roles in different companies without switching context manually.

But the current implementation of Spatie\laravel-permission scopes all role/permission data to a single team at a time using:

app(\Spatie\Permission\PermissionRegistrar::class)->setPermissionsTeamId($companyId);

This causes two key issues:

1. If I don’t set the team ID, User::with('roles') returns no roles for users not linked to the current $companyId.
2. If I set a specific team ID, I only see roles for that single team — meaning I have to loop over every company manually and re-scope on each iteration. That's inefficient and not practical for a super admin.

For example:

Company::with('users', 'cities')->get();
// ✅ Returns all companies with their cities
// ❌ Returns users, but their roles are empty unless the team (company) is explicitly set using PermissionRegistrar


User::with('companies', 'roles')->get();
// ✅ Returns users with their companies
// ❌ Roles are only returned for the company currently set in PermissionRegistrar::setPermissionsTeamId($companyId)
// ❌ If no team is set, roles are empty for all users

What I Tried

• Setting PermissionRegistrar::setPermissionsTeamId(null) — it disables scoping, but then User::with('roles') returns nothing at all.
• Using the model_has_roles pivot directly works, but is messy and breaks the abstraction.

What Would Be Ideal

As a super admin, I should be able to:

• Retrieve all users from all companies.
• Access their roles without resetting the scoped team ID for each one.
• Easily attach/detach users and their roles across companies without team scoping conflicts
