Issue when calling an Artisan command within install process

Hello,

I'm trying to call an artisan command during my package installation process with the following code:

$package
     ->name('my-package')
     ->hasInstallCommand(function(InstallCommand $command) {
          $command->call('vendor:publish',  [
               '--provider' => 'Spatie\Tags\TagsServiceProvider',
               '--tag' => 'tags-migrations'
          ]);
     });

but I encounter the following error:
