New Package not publishing Config File

I have just created a new package using this package skeleton and watched the spatie video series on creating packages.

It has all been fabulous thank you.

However now I would like to publish my config file to my laravel app I am using for testing and no matter what I do when I run

vendor publish

my package service provider is not shown

My publish method looks like this.

        $package
            ->name('css-generator')
            ->hasConfigFile()
            ->hasViews()
            ->hasCommand(CssClassGeneratorCommand::class);

there is a config file in the config directory called css-generator.php but it will not publish.

Am I missing something really obvious?

Any help very much appreciated.
