RFE: Create singularity conversion too

Singularity is an HPC centered container technology that is designed to be secure and performant, leading to reduced jitter and consistent results. Conversion seems pretty straight forwards and they even provide an automatic/semi-automatic tool to convert from Docker.

If it makes sense to do so, we should consider providing singularity containers anywhere we have docker containers.
