Ensure proper rebuild of Blaze container

Currently the container for the Blaze implementation won't be rebuilt if `BLAZE_BRANCH` changes. The easiest way to solve this is probably to dump any build parameters into a file that is always regenerated and then add that as a dependency to the Docker image build.
