Regarding the above questions,

1. To enable webhook, you have to uncomment your webhook URL by removing the #, eg. from #r"<URL>", to r"<URL>",.
2. No, it won't use your computer IP unless you decide to proxy through your computer (you have to keep your computer on if doing it ofc).
