prebuilt - update scsynth for win x64

We are currently using an in-development version (as of early Jan 2021) to bring the dependencies inline with the macOS release (for which we have to use a development release to fix a ciritical bug on Big Sur).

This version includes updates to both boost and port audio so hopefully should improve general boot stablility on Windows.
