Build Error: 409 Public Access Denied for libyang2_2.0.112-6.dsc

I am encountering an issue while building SONiC. During the build process, I get the following error when attempting to download the libyang2_2.0.112-6.dsc file:

The link https://sonicstorage.blob.core.windows.net/debian/pool/main/liby/libyang/libyang2_2.0.112-6.dsc is formed inside Makefile of /src/libyang2/

It seems the storage account does not allow public access to the required package. Could you please advise on how to resolve this issue or provide an alternative method to access the file?
