Configure integration in config/freeform.php

I'm looking for a way to configure a reCaptcha integration so that the settings will be applied in our local dev, staging, and production environments.

I can see that it's possible to use config/freeform.php to manage some settings but I can't see any way to set up the integration locally and have that integration pushed to the staging environment and then to production.

Is it necessary to manually configure the integration from within the control panel on each environment?
