Create a semaphore based version of SessionMgr's #62
Description
Users may wish to limit the total simultaneous calls per session manager. We need to support this feature.
Take a look at the code where we removed the Semaphore internally. I don't think we want to reimplement this but instead make a different version of a SessionMgr.
