Collapse terms into single archival "year" term

We're getting a lot of historical cruft in our our terms. Given that we find it more useful to store the term metadata in the (searchable) course titles, we could lose the specific terms for archived courses and fold them all into a single term for a given year (allowing us to delete many old terms).
