[Enhancement] Update `aws:sdk:cargoUpdateAllLockfiles` to handle lockfile update in `aws-smithy-fuzz`

The aws-smithy-fuzz crate is not part of the smithy-rs/rust-runtime workspace.

It requires a separate lockfile to avoid broken dependencies while running the check-fuzzgen CI step (related).

We should update the cargoUpdateAllLockfiles gradle task to handle lockfile update in aws-smithy-fuzz as well.
