Is a contract within a solidity program considered a smart contract?

As in say we have:

contract ContractName {
    //some code
}

Is this a smart contract? Or do we say this is the contract within our smart contract? The smart contract being the .sol file?

@MichaelGKing Yes, this is the smart contract. A single .sol file can have many contracts like this.
