Trying to deploy to localhost gives this error- TypeError: Cannot read properties of undefined (reading 'vrfCoordinatorV2')

I am trying to deploy my hardhat contract to localhost but i am running into this weird error. complete error-

I get this when i run-

yarn hardhat deploy --network localhost

But when i deploy normally i get the desired result-

yarn hardhat deploy

Then why it's trying to read vrfCoordinatorV2 which is inside else block(which will execute if chainId!=31337)
Error is occurring in 01 raffle deploy script at line number 28 which is
