yarn add --dev hardhat isn't installing any depencencies

it's just showing, that it has installed the dependency but there is no hardhat.config or package.json file

$ yarn hardhat --verbose

You'll get the location of a hardhat config file like this:
$ hardhat:core:config Loading Hardhat config from /home/lyon/hardhat.config.js +0ms

Delete it and run yarn add --dev hardhat again

still not getting the dependency any of them , like after using yarn hardhat i am getting option to choose to build the project but it's not showing

Did you delete the hardhat config file ?
