Error code: Wsl/WININET_E_CANNOT_CONNECT

Hi. i tried to run wsl on visual studio code terminal & got following error message;

PS C:\Users\vivek> wsl --install
Windows Subsystem for Linux is already installed.
Failed to fetch the list distribution from 'https://raw.githubusercontent.com/microsoft/WSL/master/distributions/DistributionInfo.json'. A connection with the server could not be established
Error code: Wsl/WININET_E_CANNOT_CONNECT

can anybody help me ?
