This error arises because it is unable to find the base-path.

The base-path, essentially, refers to the path where all the contracts are stored. In this case, it will be your contracts folder.

Since, the above base-path is evaluated based on the contract (in this case, SimplStorage.sol) you provide, its naming must be correct--this, precisely, is the issue here. Your problem will be fixed on providing the correct name of the contract; therefore, make sure whether the contract's name is SimplStorage.sol, or whatever name you follow, but both of them must be the same. Elsewise, it will not be able to locate the base-path.
