@TimeKeyRoll in your helper-hardhat-config.js 31337 is the chainId of hardhat and not localhost .

You might be right but i believe hardhat and localhost use same chainId so it does not do any change with the name. btw it has started to work without changing the name. But glad you have noticed the tiny thing.
