Why arguments are not being included in artifacts

Following up on the solved issue from lesson 14: #2635 , I would like to understand the circumstance in which constructor arguments from main contract are not automatically added to artifacts.

Can anyone explain why this happens and why I am required to manually include them to be able to deploy my script?
