Hi guys . I'm having this issue when i tried to compile or deploy my projects

This appears to be an error from npm and npx. How about you switch to using yarn and see if it resolves your issue

Hmm. Push your code to github I'll check to see if there is anything wrong with it that's causing this error.

when I run a new project without any code in empty folder with hardhat the error occurs again

It appears the error is in your local node environment. Make sure you are using the LTS version recommended for this course. You could uninstall and reinstall node and your entire environment.
As an added precaution, you could roll back to hardhat version 2.10.1

Use npm, install a LTS/recommended version of it.

Also make sure whether Node.js is also a LTS/recommended version or not.

Then, install Hardhat and run again.
