Error of YARN downloading

Hi! I don't even have anti-virus in this old machine. but still it won't let me download yarn. I am not sure what's wrong with this? anyone has experienced this? if yeah please let me know.

@MasterofBlockchain It is a global command so you open CMD as an administrative and then run this.

And then i try to see yarn version or yarn add solc nothing worked but an error. lol
could you please possibly see and help onto this?

Hi! i am still not sure whats the error. but i have figured a way to fix it with this command.

Set-ExecutionPolicy -Scope Process -ExecutionPolicy RemoteSigned

this command needs to be run everytime whenever i open vscode to access yarn. Not sure if there is a permanent fix to this. but for now im using this command. let me know if anyone has a solution to this rather than pasting this code everytime whenever i run.
