[Bug]: Plugins support `step plugin help` but not `step help plugin`

Steps to Reproduce

1. touch $STEPPATH/plugins/step-test-plugin
2. Run step test help.

Output:

fork/exec /Users/carl/.step/plugins/step-test-plugin: permission denied

3. Run step help test

Output:

No help topic for 'step test'

Your Environment

• OS - mac
• step CLI Version - v0.21.0

Expected Behavior

Both commands should attempt to run step-test-plugin help

Actual Behavior

Running step test help does not attempt to run step-test-plugin help
