[Docs]: Missing documentation for the `scopes` configuration option on the OpenID provisioner

In ca.json, there is a scopes configuration option that is not documented for the OpenID provisioner. When set, it does seem to work as expected. Adding documentation for this field, and, adding more information as to what the default OIC scopes step-ca asks for would be much appreciated.
