remove the OpenTracing context propagation module

The tracing-propagation module has existed in SmallRye Fault Tolerance for historical reasons and should have always lived elsewhere. Regardless, OpenTracing is long dead (https://www.cncf.io/blog/2022/01/31/cncf-archives-the-opentracing-project/) and there's no need to ship this module further. We should just remove it. In case anyone depends on it still, they can easily copy the one class from it wherever they want.
