use the Palantir fork of JavaPoet #1089
Description
Palantir has a fork of JavaPoet at https://github.com/palantir/javapoet, which requires Java 17. So, before we update to the Palantir fork of JavaPoet, we have to upgrade to Java 17 (#1083). Targetting this to 7.0.0.
