remove the old programmatic API (FaultTolerance and @ApplyFaultTolerance) #1076
Description
The old programmatic API (FaultTolerance and @ApplyFaultTolerance) is going to be deprecated in 6.7.0 (the upcoming replacements are Guard and TypedGuard and @ApplyGuard). In version 7.0.0, we should remove the deprecated bits.
