change README to link latest docs

Change the links in our README to point to latest documentation instead of stable documentation. This ensures that the linked docs match the visible code in the repository, see discussion in #448/#449.

For future releases, we may want to automate a procedure by which those links are changed to the tagged documentation for the release.
