Add guidelines on how to communicate within SkyPy, at a similar level as the code of conduct, contributor guidelines.

Possible hierarchy:

• Github issue first, if not
• Public slack channel, if not
• Private slack message

and face to face conversations over Slack calls (or permanently open Zoom?) are encouraged too.

Maybe this could go within the contributor guidelines?
