make dev not working properly

I can't run the make dev command as the part that checks the version of the required dependencies tells me my version of node and npm is outdated. However, this does not happen when running SkyPortal normally (cloning SkyPortal, not this repo). I installed the right version of npm and node using nvm (that allows you to switch between different versions).

EDIT: i replaced the pinned version of skyportal by a more recent one, that seems to have fixed that issue. However, now the python script that is supposed to retrieve the admin token of skyportal that's running in a container isn't working anymore.
