Describe the bug
Skyplane init failing.
No clear fix, it is asking me to install 'skyplane[azure]' but this is already installed, it just falls down on some quota extension.

Resource group created, user managed identity created

To Reproduce
Steps to reproduce the behavior (please include the full Skyplane command you ran):

  1. skyplane init
  2. y for aws configuration
  3. y for azure configuration
  4. Select correct subscription.

Expected behavior
That the azure configuration completes fully.

Environment info (please complete the following information):

  • OS: WSL (ubuntu-22.04)
  • Python: 3.11.5
  • Skyplane: 0.3.2

Additional context
ImportError: Cannot import azure.mgmt.quota.AzureQuotaExtensionAPI. Install skyplane with azure support: pip install 'skyplane[azure]'
