Add command to update the #reguły message with role-based ping support

Similar to how we have the following commands for managing the welcome message:

• pokazWiadomoscPowitalna
• ustawWiadomoscPowitalna
• usunWiadomoscPowitalna
• zmienKanalWiadomosciPowitalnej
• zmienTrescWiadomosciPowitalnej

...we should implement a new set of commands for managing the rules message (#reguły channel).

Proposed Commands

• pokazReguly – Display the current rules message.
• aktualizujReguly – Change the content of the rules message.

Additional Feature: Role-Based Pings

We should allow dynamic pinging of roles within the rules message. For example:

If the message contains @Prezes, the bot should detect and ping the user who currently holds that role
