Check for explicit NFT1 parent burn quantity in isValidSlpTxn

isValidSlpTxn should check that the quanity of burned NFT1 parents matches the user's explicitly provided burn amount. Currently, the method throws a "not implemented" error for NFT1 child GENESIS type transactions.
