Bumped the SVG.js (internally using JavaScript library) from v3.1.2 to v3.2.3

Since apysc version 4.10.0, the internal use of the SVG.js library has been bumped from v.3.1.2 to v3.2.3.

These updates probably do not affect the apysc library.
