Add Laravel debugbar

The Laravel Debug Bar package (https://laraveldebugbar.com) could be a helpful addition to the dev build for debugging HTTP requests and database queries among other things. 

It would probably make sense to enable/disable on an env var like `APP_DEBUG_BAR` or something similar.
