Release v0.2.3

We have just released v0.2.3 of ghr.

This is a final release of v0.2 which supports config.toml file. From v0.3, we are moving to ghr.toml to avoid confusion. To migrate, simply move them to ghr.toml. No contents modification is required. Also this release contains a bug-fix #28 by @ryuma017 which fixes the bash extension exits the shell after failing any command execution.
