include from URL in config.yaml during install

I have created a Talos server with ready-made static machine/network config. I used metal version, but doesnt really matter as long as this is fixed static config.
I then want it to load the rest of the config from an external url and merge that into its existing config.yaml after bootup.
How can I do this ?
I cant find information about #include directives in the Talos cloud-init documentation
