Vmware Vsphere installation with limited permissions

I would like to install the vmware vsphere iso image for talos in a limited permission environment. I cant use OVA install and also cant load a config at the beginning (in advance config in vmware). Also we have no dhcp. I can only mount a iso image and need to now give talos a static ip. How would it do that? Is the kernel parameter options the only way or is there a easier method?

Or is there a way to get that network tab back (as in the vmware iso image there is none, only is the bare metal) in the dashboard?
