Docs - Update to use Cilium v1.17.4

Might be worth updating the documentation to use a newer version of Cilium.

Documentation shows using 1.15.6

Recent version from Cilium GH repo 1.17.4

I just built my cluster with Method 4 of the docs and v1.17.4 and it works fine.

I updated the --version reference when building the template.

Not sure what other testing your team does.

We do test with the latest https://github.com/siderolabs/talos/actions/workflows/integration-cilium-cron.yaml - but the documentation has to be updated, and you can send a PR to do so!

HI @smira following up on this, where do I find the version of Cilium that was tested in the GH Action? I found the CILIUM_CLI variable but want to make sure there isn't something else I'm missing?

I'm happy to send a PR for this, just want to make sure I'm looking at the right version 😄

We don't override the version, so whatever that Cilium CLI has as the default.

If you look into the run logs, you can see right now it is e.g. quay.io/cilium/cilium:v1.17.2
