Add endpoint: PUT /merchant-cart #296

As PayPal,
I want to be able to edit an existing cart & customer.
Acceptance criteria
- Endpoint is implemented
- Following examples from the GitHub page are tested via integration test and successfully work:
- Update item quantity in cart
- Add shipping address to existing cart
- Agent changes shipping option selection
- Update cart for international customer with EUR pricing
