Add endpoint: GET /merchant-cart #295

User story
As PayPal,
I want to be able to fetch a created cart & customer.
Acceptance criteria
- Endpoint is implemented
- Following examples from the GitHub page are tested via integration test and successfully work:
- Ready cart - basic item with complete information
- Cart with multiple shipping options available
- International cart with EUR pricing
- 404 case
