Currently we only have a page on frontend development. We should have a page also on cloud engineering

Description

Following the general format of the frontend-development.md resource, create a resource for cloud engineering.

Motivation

We want to expand the resources we offer by including a page on cloud engineering.

Implementation (if applicable)

Create a new branch, in your branch create a new cloud-engineering.md file in the resources folder. Following the general format of the frontend-development.md file, begin to add resources or information on cloud engineering. It's okay to take creative freedom or change things, but visual style should remain the same.

If you choose to change something from the format, or add new sections, please describe your thought process and choices in your pull request.
