Add out-of-date warning with reload option #7
Description
The Weather API releases new data regularly, according to a predictable schedule.
On detecting such a moment, the page could propose a reload to get the new data.
In particular, this would support the use-case of leaving the app open for extended periods of time and letting it behave as a "live" app with minimal impact.
