Convert wiki into files in a docs/ folder in the repo #106
Description
We may want to pull in the wiki with all of its git history into a docs/ folder in the repo, as we did with shadow.
Related tasks:
- modularize the sections into separate files
- the "Generating a new Tor Network" section should be replaced with a link to https://github.com/shadow/tornetgen
- remove deprecated
tools/generate.pyandtools/parsealexa.pyscripts
