downloadonly/buildonly flags for installp

it would be great if one could download/staged the required files on the connected machine with some installp --downloadonly -p ... and on the non connected/gpu machines installp --buildonly -p ...

We could download wheels and all requirements to e.g. software/tmp with pip download -r requirements.txt --dest folder

Is this to "transfer" stuff to nodes that may not have connection?
