Increase height of all rows, not just active

I have a sheet with some long text lines. I know I can use toggle-multiline, but I have two issues with it:

1. It only acts on the active row.
2. For some reason it increases the row height to 4, where 2 would have been enough to contain all the text.

Is there a way to set all rows to have a height of 2, or whatever height is needed to show all their content, and have the text wrap?

Try setting disp_multiline_focus to False. Also, default_height to 2, there is no automatic way to determine best height to show all data.
