[cert-manager]: migrate deprecated rbac.authorization.k8s.io/v1beta1

The cert-manager dependency we use in our kube-system-* charts is still referencing the outdated `rbac.authorization.k8s.io/v1beta1` apiVersion according to doop.

It seems like the cert-manager chart is not maintained in this repo but pulled in from upstream.
