With this patch Andromeda F5 entities (domain, pool, member, monitor) will be excluded from the AS3 declaration if their provisioning status is either
PENDING_DELETE(i.e. entity was deleted via the API) orDELETED(F5 declaration agent has transitioned it to this state in a previous sync).
