I'm getting this problem with RUNE game installers on W11 24h2, no problem on W11 23h2 but as soon as I update to 24h2 they can't run in sandboxie or even windows sandbox, of course they run just fine un-sandboxed with admin rights

the only thing I can find is something about wine on linux and emulating windows xp

I have the exact same problem (W11 24H2 Pro too)!
I'm running Sandboxie-Classic-x64-v5.71.3 (updated from v5.70.12 because of the trouble, but to no avail).
I thought it could be other dependencies or a "me" problem, luckily I found this open issue after some hours of research and trying almost everything else.
Tried with two different setups, same issue, different address.
One can find partial files in the temp directory after the crash:

The executables appear to be Inno Setup based, one can decompress them with innoextract and obtains:

But the second "Setup-1.bin" file appears to be a kind of .arc archive and innoextract fails to decompress it.

Installed Security software: Windows Defender and Kaspersky

Edited to add: Tested on Win10 22H2 and it works flawlessly in Sandboxie as expected

I tested with extracting the .iso so I could modify the setup.exe and put it in windows xp compatibility mode and it worked to make it run but windows completely freaked out glitching the taskbar until it was finished

Interesting, I wonder if one could just run the setup in Xp compatibility mode without having to extract the two setup files (.exe and -1.bin) from the .iso onto a drive.

Check if it works after adding one of the following settings to your sandbox configuration ¹:

OverrideOsBuild=<EXE>,2600

Note: Replace <EXE> with the filename of the program causing the issue (e.g., setup.exe, game.exe). This could be the installer or the main program executable.

OR

OverrideOsBuild=!Sandboxie*.exe,2600
